Read the boundary correctly

£89,000 leaves £1,000 to reach £90,000. Exactly £90,000 reaches the threshold but does not exceed it. £90,001 is £1 above it. A separate forward-looking test concerns expected taxable turnover above £90,000 in the next 30 days alone.
